It is due to virus (file scvhost.exe or similar). You can remove the execution of this file by start >> Run >> msconfig But I recommend to remove the virus from your system by following Steps -
1. Enable Taskman, Regedit and folder options. ( see below)
2. Disable SCVVHSOT.EXE or similar virus file in startup. Kill SCVVHSOT.EXE in running processes (if there)
3. Delete enteries containing SCVVHSOT.EXE in regedit.
4. Update antivirus.
5. Scan Windows/system32 for deleting /moving Scvvhost.exe and other similar virus files.
6. Restart system and Do full system Scan.
*** ENABLING TASK MANAGER
Click Start/Run now copy this EXACTLY as it is shown here and paste it to the Run Box and click Ok:
REG add HKCU\Software\Microsoft\Windows\CurrentV... /v DisableTaskMgr /t REG_DWORD /d 0 /f
That should Enable the Task Manager.
Kill this process : Davcdata.exe
*** ENABLING REGEDIT.
There are a number of ways to enable this, we'll try the simplest route.
1. Please click Start / All Programs / Accessories / Notepad.
Please Copy & Paste this text exactly as shown here into the Notepad window:

[HKEY_CURRENT_USER\Software\Microsoft\...
n\Policies\System]
"DisableRegistryTools"=dword:00000000
Please select 'File' (located at the top left of Notepad window)
Select 'Save as', click 'Desktop' (located at the left of the save as window)
File Name: enable.reg
Save as type: All files
Then click Save.
Navigate to the enable.reg file on your desktop.
Hover over the enable.reg file on the desktop, right click mouse, and select Merge.
A window will pop up with the option Yes - No, click Yes.
This should enable your Regedit.
2. We should be able to change this through your group policy editor.
1. Start > Run.
2. D:\windows\system32\gpedit.msc
3. Navigate to: User Config\Admin Templates\system\Prevent Access to Registry Editing Tools
4. Change to >Disable (Not Configured )
This should solve this problem.
*** goto Start>>Run>>MSCONFIG
uncheck this file : SCVVHSOT.EXE
*** ENABLING FOLDER OPTIONS
Open Registry Editor (goto Start>>Run>>regedit)
Go to following registry address:
[HKEY_CURRENT_USER\Software\Microsoft\...
set the DWORD "NoFolderOptions" to 0 or just delete it....and there you go the problem is GONE!!!!
